Meeting Minutes
July 11, 2006
                                                                                                                

1.  Meeting was opened in the Council Chambers Conference Room. In attendance: Jill Fudo, Jim Hutchinson, Betty Lewis, Mike Deming, Judith Bryant. Absent: Christina Selvek. Staff members Mike Long and Alicia McKeen

2. Approval of Minutes: Motion to approve minutes of June 13, 2006 made by Betty Lewis, seconded by Jill Fudo. All members vote approval. Motion carried.

3. Certificate of Appropriateness

33 South St. – Seward House

Mike Long – Seward House front steps replacement would be colored concrete to match.  Taking apart to see how much needs to be done but the basic plan is to replace.

Mike Deming – why concrete?

Mike Long – cost prohibitive issues.

Mike Deming – what sets the criteria?

Mike Long – decision of Seward House.  There is a water problem that is not getting better.  Thinks SHPO would approve based on the cost and condition.

Betty Lewis – they have been repaired at least twice.

Mike Long – just got bids back and it will be about 130 thousand total.  This part will be 40 – 50 thousand.  Texture on exterior will be done to simulate stone.  Seward House concerned with how it will look.  Similar project done at Westminster using limestone.  These steps are in worse shape.

Mike Deming – same footprint? It meets code?

Jill Fudo – it meets Code.

Mike Deming – worked with heating?

Jill Fudo – would suggest using it – radiant or stem – extend out through the steps..

Mike Deming – it would eliminate disintegration from salt.

Jill Fudo – closed of open system would make a difference. Current materials are not original.  Cast concrete look ok.  Sounds like the sidewalks are original.

Motion to approve made by Betty Lewis, seconded by Jim Hutchinson. All members vote approval. Motion carried.

Mike Long – several slates in the sidewalk are to be replaced with concrete

Jill Fudo – plan states using pavers.

Mike Long – will salvage unbroken slate to re-use.

Jill Fudo – what does it mean walkway paver? Doesn’t look like concrete poured in place.

Mike Long – maybe large pieces of precast – dark grey color.

Jim Hutchinson – would like to see slate replaced as it is available.

Mike Long – break out the approval of the steps then?

Jill Fudo – would rather wait on the whole thing.

Mike Deming – the front entrance is the most visible. They were not notified. Special meeting for discussion or leave to Mike Long’s discretion?

Jill Fudo – based on cost using precast according to notes.

Mike Deming – slate walkway makes historical entrance.

Jill Fudo – due to recent rise in popularity need to be conservative about any changes.

Mike Long – thinks the steps are right approach but not the walkway. Will leave decision to the Board.

Jim Hutchinson – modify motion to approval of step portion only with final design and color to be approved by Mike Long.

Mike Deming – explain why the sidewalk was not approved in the letter.

Mike Long – Continue to work on the walk design and replace slate

All members vote approval of the amended motion.

114 South St.

Doug Springer – shows pics of house

Mike Long – willing to do 3rd floor dormer?

Doug Springer -  not at this time. Just doing the 1st 2 floors right now.  Will come back for exterior. Siding in good shape, wood underneath.

Mike Long – can paint aluminum siding.

Doug Springer – siding is dented. Wants to make exterior look authentic.  Has shingles underneath they would like to uncover. Would like to replace shingles and clapboard with composite that’s easier to maintain.

Jill Fudo – working on a house on E. Gen. – at this time it’s cheaper than vinyl siding. Using vinyl or aluminum clad.

Doug Springer – wood windows with aluminum clad. Vinyl expands and contracts too much.  

Mike Long – grill exterior?

Doug Springer – yes, actually three but no interval.

Mike Long – simulated true divided light.  Also modified one window opening

Doug Springer – header and footer went all the way across – we separated them.

Motion to approve application made by Jim Hutchinson, seconded by Judith Bryant. All members vote approval. Motion carried.

41 Grover St.

No new info at this time. Meeting with Jim Courtney, Mike Long and Christina Selvek.  Also wants to do porch with inside grills.

17 and 80 South St.

Mike Long – front satellite dishes installed – do we want to do anything about it?

Mike Deming – once its decided it goes to Codes for enforcement.

Mike Long – notify Codes?

Jim Hutchinson – sure

88 South St.

Jill Fudo – have new, bright white gutters

Mike Long  - railings. Offered samples but never shoed

Mike Deming – now has orange snow fence.

Jim Hutchingon – found her statement about liability and the railing height laughable.

Mike Deming – she brought in plans of intent and we told her it didn’t have to be exact and offered a special meeting.  She was very obstinate about everything.

Mike Long – will send a letter to Codes re: enforcement of railing and gutters.  Send leeter from HRRB via Corp. Council.

Jill Fudo – talk with attorney and Codes to see how it goes.

Jim Hutchinson – I think a letter from Corp Council to the owner is more appropriate

7 Grover St.

Jim Hutchinson – got phone call that east side porch was collapsing.  Took pics of it before demo.  Temp repairs before transfer of property – temp steps, railing and deck. Need to pursuer replacement. Need to send letter.

Mike Long – memo from Steve Lynch to property manager concerning temp replacements sent.

107 South St. – side porch repairs

Jill Fudo – thinks architectural drawings are needed.

Jim Hutchinson – don’t know exactly what’s being done.

Jill Fudo – work being done is significant.  More details are needed.

Jim Hutchinson – no original photos either.

Mike Deming – tell him it’s an incomplete application.  Need more detain as the application directions state.


Mike Deming – questions internship

Mike Long – none, but money is transferred.  Also grant for records retention project using GIS. Tanya’s deed research and Matt from the geospacial office.  $37, 060 – has ½ up front.  Interactive program with assessment. Will link to historic deed research.

Mike Deming – Seward House sign need new state seal – currently missing on one side and in poor condition on other.

Mike Long – has asked manager to have DPW repair.

Motion for Mike Deming to go to Council to have sign replaced/repaired made by Judith Bryant, seconded by Jim Hutchinson. All members vote approval. Motion carried.


Mike Long –has letter for Mike Deming to sign for annual inspection of 149 North St.


Mike Deming – Network to Freedom in September.  NY APA and NYS of Landscape Architects and GIS joint conferences also in September.


Matt Starr (geospacial office) interface with database of historic deed goes through site.  Site will be owned by the County. IAGT will maintain.

Mike Long – the idea is to give an idea of what’s going on.  Project should be completed in 2 weeks.  Once functioning go through & edit as needed.

Motion to adjourn made by Jim Hutchinson, seconded by Judith Bryant. All members vote approval. Motion carried.
